Know your and your animals’ rights: Stray Feeding guidelines by Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions & AWBI

For use of all citizens voluntary feeding stray dogs in their residential colonies/ localities:

Stray feeding guidelines by the Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, New Delhi letter no.F.No.30/9/2006-WELFARE dated 26.5.2006, applicable for:

  • Treatment of strays by government servants: If any Govt. Servant indulges in act of cruelty to animals he will be making himself liable for action under Prevention of Cruelty to Animals Act. Besides, punishment under the Act, he would also make himself liable for action under CCS (Conduct) Rules for conduct unbecoming of a Govt. Servant.
  • Resident Welfare Associations, citizens and others: Stray animals are to be dealt with through designated agencies in Govt./local self-government organizations/ NGO’s etc.  Recognised Associations in Govt. colonies may approach such Institutions for redressal of their grievances. All the problems of stray animals have to be handled within the institutional framework available and NO resident association, recognized or unrecognized, shall take recourse to action on theirown, either themselves or through any person employed by them like security guards etc.

Stray feeding guidelines by Animal Welfare Board of India (AWBI) vide Document: DO No. 101-2007-COAWBI dated 27 Jan 2010. AWBI’s guidelines are meant to ‘achieve the lowest minimum conflict between the residents that want to feed stray dogs, and those who do not like dogs’. They can be summarized as:

  • Feed community dogs in places less frequented by the general public i.e avoid main roads, entrances to buildings and apartments
  • Distributing feeding across dogs’ territories is a better idea rather than feeding in one place as that may cause congregation of dogs, and therefore conflict.
